No agreement reached at IWC meeting

From various Press Releases and News Articles: As the International Whaling Commission (IWC)'s annual meeting came to a close, neither pro nor anti-whaling nations have come to an agreement.
And, according to the new head of the International Whaling Commission, Cristian Maquieira, there are no guarantees that negotiators from pro- and anti-whaling nations will settle their dispute within a 12-month deadline they have set themselves, the said Friday.
He said at the end of the IWC's weeklong annual meeting: "I can't promise a final solution within a year. I hope at the very least we have the framework of an agreement at the end of that period. We have to establish a consensus as to what the IWC is and what it should do. Up to now there has been enormous difficulty because you have two different and somewhat contradictory perceptions to answer that question.”
The delegates from more than 80 countries at the talks in Portugal's Madeira islands remained split between nations which support whaling and those that demand its end. But they agreed to keep pursuing an agreement in time for next year's meeting in Morocco.
