Chinese Arctic and Antarctic Administration (CAA), which is affiliated to the State Oceanic Administration (SOA) of China, responsible for the organization of Chinese Arctic and Antarctic Scientific Program, as well as logistic support to the Antarctic expedition.
Within the principles and framework of Antarctic Treaty System, supported by the two year-round base in Antarctica, namely the Great Wall station and Zhongshan station, and with addition of R/V Xuelong as a platform, CAA has been actively implementing its scientific research scheme in Antarctica and Southern Ocean.
The China Arctic Yellow River station was found in 2004 in Ny-Alesund, which provides China more opportunity to increase its scientific research scope in Arctic. China also organized its two Arctic scientific cruise by R/V Xuelong in 1999 and 2003 in the area of Bering Sea, Chukchi sea.
China is making its contributions to the scientific research and peaceful use both in Antarctica and Arctic.
The functions of CAA can be divided into the following aspects:
(1) Draw up the development strategies, guidelines and policies of the works of Chinese polar exploration.
(2) Propose the administrative regulation on the Chinese polar exploration.
(3) Coordinate and evaluate the initiative of Chinese polar research projects, equipments and infrastructures needed in Antarctica.
(4) Manage the information, data, samples, records and achievements of polar exploration.
(5) Coordinate international cooperation in polar scientific research.
(6) Manage the training base of polar exploration and The Chinese Arctic and Antarctic Administration in Chile.
Chinese Arctic and Antarctic Administration (CAA) was set up in 1981, previously it’s called The Office of the National Antarctic Expedition Committee. CAA carries out Chinese Arctic and Antarctic programs in which its principal duty is to organise, coordinate and manage the Chinese polar expedition and research work. CAA comprises of four divisions which are listed as follows: the Secretary Affairs Division, the Operation & Logistics Division, the Science Programs Division, and the International Cooperation Division. Besides these four divisions, CAA opens a representation office in Santiago, Chile and owns a winter training base in Yabuli, Heilongjiang Province in Northeast China.
